To me, when he says "I can ride a bike with no hadlebars" it seems like he's saying he's riding on something that he can't control and as the song progresses, The things he can do get worse and worse because he cant control them; he can only watch as they happen. It's about all the bad things America does.
Or like this song is about president Bush. The Flobots are very anti-government and pro-environment. When they say "I can ride my bike with no handlebars", theyre atlking as if they are president bush; saying he 'rides his bike with no handlebars' a.k.a. leading this country without caring. And theyre saying that he has all thispower to do these things and do what he likes. =]
